Numbers 27:19

Make him stand before Eleazar the priest and all the congregation , and you shall commission him in their sight .

Have him stand before Eleazar the priest and the entire assembly and commission him in their presence.

And set him before Eleazar the priest, and before all the congregation; and give him a charge in their sight.
