Proverbs 17:5

Whoever mocks the poor insults his Maker ; he who is glad at calamity will not go unpunished .

Whoever mocks the poor shows contempt for their Maker; whoever gloats over disaster will not go unpunished.

Whoso mocketh the poor reproacheth his Maker : and he that is glad at calamities shall not be unpunished.
