Revelation 13:15

And it was allowed to give breath to the image of the beast , so that the image of the beast might even speak and might cause those who would not worship the image of the beast to be slain .

The second beast was given power to give breath to the image of the first beast, so that the image could speak and cause all who refused to worship the image to be killed.

And he had power to give life unto the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed.
