Romans 2:28

For no one is a Jew who is merely one outwardly , nor is circumcision outward and physical .

A person is not a Jew who is one only outwardly, nor is circumcision merely outward and physical.

For he is not a Jew, which is one outwardly; neither is that circumcision, which is outward in the flesh :
